Shopkeepers are apparently trusted by gods in DotA 2 lore with all those mythical items. Roshan had a history of robbery and murder. As referenced in the description for the cheese. He was the only person to get away with stealing from a shopkeeper, he made away with the Aegis. But he committed one mistake he killed the shopkeeper, as punishment he was cursed to an ironic punishment, to lose what he stole while suffering the same fate as the shopkeeper. He was also cursed with his demonic form and bound to the pit in which he lies and he now forever will die repeatedly losing what he stole. (Ursa says "Roshan, I have come to reclaim what you stole" in his quotes)
